SAMMAN, Herbert Frederick. 1871 — 1940. British Civil Servant in India. Son of Henry Samman (b. 1821) and Georgina Ann. Educated in Stratford-on-Avon, studies at Cambridge (Emanuel College), passed I.C.S. examination in 1890. In 1892-1919 served in Bengal (in the 1890s briefly in Assam). In 1922-35 Lecturer in Bengali at Cambridge. Married 1899 Emily Savage, at least one son.
Publications: Wrote on cotton industry of Assam.
