SKEMP, Frank Whittingham. Eccles, Lancashire 13.12.1880 — 1971. British Civil Servant in India. Son of Thomas Skemp (1851–1910). Studies at Manchester (B.A. 1900, M.A. 1904) and in preparation for I.C.S. at Cambridge (Petershouse) 1903-04. Served in the Punjab. Married Dorothy Frazer (1882–1965), children.
